Anti-terror law takes effect midnight of July 18

MANILA, Philippines – Republic Act 11479 or the Anti-Terrorism Act of 2020 will acquire result midnight of July 18, Justice Secretary Menardo Guevarra explained Friday sans its Employing Procedures and Regulations (IRR).

“But there are provisions in which operational details need to be spelled out or expectations evidently described in the IRR for correct implementation of the law,” he mentioned.

Without the IRR, Guevarra said any concern on misapplication, misinterpretation, or perceived violations that may perhaps be dedicated by law enforcers can be challenged prior to any court docket of qualified jurisdiction.

The DOJ chief appealed to regulation enforcement brokers “to be far more prudent and await the promulgation of the IRR.”

The IRR, he said, would have to be completed in 90 times.

“The DOJ and the Anti-Terrorism Council, in consultation with law enforcement companies and navy institutions, will promulgate the IRR for the implementation of the anti-terrorism legislation,” Guevarra mentioned.

To day, there are already nine petitions from the Anti-Terrorism Legislation pending right before the Supreme Court and much more are predicted to be filed in the coming days. [ac]
