The major who identified the strike target and the colonel who approved the strike were criticized for acting with insufficient information. The army’s statement acknowledged that the strike was a “grave mistake stemming from a serious failure due to a mistaken identification, errors in decision-making, and an attack contrary to the Standard Operating Procedures.”

World Central Kitchen’s CEO described the tragedy, saying, “These 7 beautiful souls were killed by the IDF in a strike as they were returning from a full day’s mission. Their smiles, laughter, and voices are forever embedded in our memories.”
The investigation also faulted officers for failing to adequately identify the target and the circumstances surrounding the strike. This has led some human rights organizations to call for the country to be held accountable for its actions. Oxfam’s Scott Paul said, “Let’s be very clear. This is tragic, but it is not an anomaly.
